Honorable mentions

Sam Darnold (New York Jets): Darnold showed off the talents that made him a top-three pick late last season and I would not be surprised if he takes a second-year rise (a development that has become a commonality in recent years) this season.

Nick Foles (Jacksonville Jaguars): The signing of Nick Foles was criticized by some during the offseason, but he has done far more when it matters than other quarterbacks making even more money this season (see Kirk Cousins, Derek Carr, and Jimmy Garoppolo).

Foles is an immediate upgrade over Blake Bortles and it would not surprise me (if he overcomes the hurdles that the other three quarterbacks in his division present) if he takes Jacksonville back to the playoffs this season.

Dak Prescott (Dallas Cowboys): The discussion over whether or not Dak Prescott deserves a large extension has become one of football’s more polarizing topics these days. If I were the Cowboys brass, I would only give Prescott an extension if it were in the $20-23 million per year range.

Nevertheless, Prescott is a refined passer who possesses valuable running ability. If he shows this season the signs of a franchise quarterback that he showed early on his career, that may warrant the expensive extension that I think Jerry Jones is about to give Prescott.

Kirk Cousins (Minnesota Vikings): While I feel some are being harder on Kirk Cousins than he deserves for his 2018 play, I still fail to see him as a top 15 quarterback in this league.

If the moves made by Rick Spielman this offseason improve an offensive line that has been horrendous the last few seasons, there is a decent chance that Cousins will be higher on this list next season.

Jimmy Garoppolo (San Francisco 49ers): Garoppolo has showed signs of being a franchise quarterback in the short window that we have seen him play. If he is fully recovered from the ACL tear that he suffered early last season, I would not be surprised if he showcases the immense potential that he has in 2019.
