The Green Bay Packers feel like the NFL version of those Atlanta Hawks teams of the early 2010s. This team has average to above-average players at basically every position, but a lack of genuine star power. Nowhere is that more apparent than at wide receiver.
Players like Jayden Reed, Christian Watson, and Dontayvion Wicks are all productive players, but none of them are No. 1 targets in 2025. Cincinnati Bengals wide receiver Tee Higgins could have been the best possible addition to this team, but he may not be able to hit the open market after all.
With the Bengals likely to use the franchise tag on Higgins, likely preventing Green Bay from going after him in free agency, Brian Gutekunst needs to pivot. Any one of these three free agents could be a perfect target for a Packers front office that is more comfortable spending money in free agency.

3. Amari Cooper, Buffalo Bills
While Cooper had some nice moments with the Buffalo Bills, he didn't quite hit the lofty heights many expected he would after the trade. With Buffalo not in a very financially flexible position, Cooper could be had by a team like Green Bay who needs a new top dog out wide.
Cooper is just one year removed from recording just under 1,300 yards receiving and making the Pro Bowl despite some wretched quarterback play. Going to Matt LaFleur and Jordan Love could be the perfect combination to help get Cooper back on the right track.
2. Stefon Diggs, Houston Texans
While it seems unlikely that Diggs is leaving Houston, the Packers need to at least do their due diligence and make him say no. While Diggs is an older receiver coming off a serious ACL injury, Diggs is still one of the best underneath separators and sure-handed safety blankets this game has to offer.
Diggs was used to great effect in a Bobby Slowik offense that was derived from the Kyle Shanahan and Sean McVay coaching trees. Diggs would find a similar plan of attack if he went to Green Bay, though he may need a major chunk of change to leave his situation with the Texans.
1. Chris Godwin, Tampa Bay Buccaneers
Another receiver fresh off a serious injury, Godwin still may be the highest-upside play due to his age. Even as the No. 2 behind Mike Evans for his entire professional career, Godwin has still topped 1,000 yards receiving four times and was putting up a career-best 82.3 yards per game before his injury.
Godwin would instantly become the unquestioned No. 1 receiver for the first time in his career, which should help free up space for Watson down the field and Reed underneath. However, like Diggs, his previous team in Tampa Bay will likely have an interest in keeping him around. Contenders will try to sign him as well.
