Full list of Packers outgoing free agents: Will Green Bay actually re-sign anyone?

Before the Packers take the field to begin their next chapter, they must put together their roster for the upcoming season, beginning in free agency.
General manager Brian Gutekunst said he is open to signing free agents. The other part is determining which of the Packers' free agents the team wants to bring back.
Green Bay has 10 unrestricted free agents, two restricted free agents, and five exclusive rights free agents. Who could depart this offseason? Let's break it all down.

Unrestricted free agents
The Packers' unrestricted free agents can sign with any team on March 13, the start of the new league year.

Restricted free agents
It's a little more complicated for the restricted free agents. If Green Bay wishes to retain Zayne Anderson or Robert Rochell, it must extend a tender offer to them. There are three options: a first-round tender, second-round tender, or right-of-first-refusal tender. They offer protection to the Packers.
For example, let's say the Packers use a first-round tender on Anderson, but another team signs him to an offer sheet. Green Bay would have the opportunity to match the other team's offer, but if not, the Packers would receive a first-round pick as compensation.
However, the Packers will likely only need a right-of-first-refusal tender to retain their restricted free agents this offseason.

Exclusive rights free agents
This is simple for the Packers. They can make a one-year exclusive-rights tender offer to any of these players, which prevents them from negotiating with other teams.

Who could the Packers bring back in free agency?
It won't be surprising if the Packers move on from most of their unrestricted free agents. They need to upgrade the safety position, which could mean replacing free agents Darnell Savage, Jonathan Owens, and Rudy Ford.
Tight end Josiah Deguara has failed to land a key role on offense. He is likely gone. Running back AJ Dillon's future is also up in the air.
Keisean Nixon's return ability could land him a new deal, and the Packers may go for continuity along the offensive line by re-signing Jon Runyan Jr. We'll see.
As for the restricted and exclusive rights free agents, expect most of them to return. In particular, Caleb Jones, Daniel Whelan, and Bo Melton will be back. The Packers have high hopes for Jones in the future, Whelan had a solid first year, and Melton made a ton of plays down the stretch.
