28. Arizona Cardinals

It’s going to be an interesting year in Arizona. Can Sam Bradford stay healthy? Will Josh Rosen eventually win the starting job at quarterback? Can the Cardinals compete with the Rams and 49ers in what is set to be a tough division? The Cardinals are a team to watch.

27. Oakland Raiders

What a mess. There hasn’t been a more confusing offseason in the NFL than the Raiders’. Are they in rebuild mode? Judging by the fact this team is the oldest in football, according to PhillyVoice, that certainly doesn’t appear to be the case. But if they’re not in rebuild mode, why trade away one of the league’s premier pass rushers Khalil Mack? From the outside, it sure feels like there’s a disconnect somewhere.

26. Cincinnati Bengals

Can the Bengals be a surprise team this year? The key will be staying healthy, particularly on offense. If Tyler Eifert plays all 16 games, he’ll give the offense something it has been lacking alongside superstar wide receiver A.J. Green.

25. New York Jets

Third overall pick Sam Darnold is set to start Monday night against the Lions. That’s a good sign for the Jets. They are clearly confident he was the better choice over both Josh McCown and Teddy Bridgewater. Time will tell. If Darnold plays well, the Jets will quickly rise up these rankings.
