9. Blair Kiel (1990-91)

Blair Kiel was an 11th-round pick by the Buccaneers in 1984 and he ended up being a career backup. His career came to a close in the 1990-91 seasons as a member of the Green Bay Packers where he started two games, playing in seven total. He completed 59.3 percent of his passes as a member of the Packers and had five touchdowns compared to four interceptions. The Packers lost every game in which he threw a pass for the team.

8. Anthony Dilweg (1990)

Anthony Dilweg checks in as the first quarterback on this list who was actually part of winning at least one game as a Green Bay Packers starting QB. Dilweg was 2-5 in his seven starts with the team, throwing for over 1,200 yards with eight touchdowns and seven interceptions. He also added 114 rushing yards but had a whopping 10 fumbles in his appearances.

Dilweg was a third-round pick by the Packers in 1989 and only played in one season for them. His NFL career was extremely short.
